Can I use carpet powder on my carpet in my 99 s10 blazer the carpet is blue. Or is it bad for that?

you know what works just as great and is a lot cheaper: Baking soda! that's the main ingredient in most carpet powders anyhow, that and perfume.
My husband manages to mess up the upholstery and carpet something awful, and usually a good generous layer of baking soda sprinkled over the carpet and upholstery and left for as long as we can manage - a whole Sunday if we're not going anywhere, but a couple hours is just fine - when vacuumed up it leaves the car really fresh. It can be used as a paste mixed with warm water and worked into tough stains too. When it dries just wipe off with a damp rag and vacuum the left over baking soda up.
On off days when you're not going to be doing a major clean, you have a couple of options for keeping the car fresh. One is plain vinegar. Sounds weird I know, but the vinegar absorbs smells when you spray it on the seats and floors and the vinegar smell evaporates away. Secondly, a good occasional spray of Lysol or some other disinfectant type spray on the seats and floors will kill any bacteria and smells from food dropped or perspiration. Leave the doors open for a minute afterward but you'll be surprised by what taking a little time can do for the overall freshness of your car!

Want to take my car to a dealer to see if they would buy it. Should I have it professionaly cleaned?

I need to sell my car since I am the only one in my family with a job right now.
Will probably buy a cheap car until I can pay off bills and buy another car.
Should I have it professionally cleaned, buffed and polished and in side and out? (Stains on seats, scratches on paint, etc)

I wouldn't pay to have it cleaned. Take it and vacuum it out and wash it. Good enough- oh, by the way, like a dealer cares if they have to pay to get a car detailed. A lot of them employ full time guys that clean up the shop, cars, take out trash etc. they are going to crap you out of the value anyway!
