how do you make a vacuum cleaner blow air rather than suck air? I know it can be done because many years ago a friend of my fathers useda vacuum cleaner to spray his car, i thought it odd at the time but now i am in need of a blower i thought maybe someone on here could tell me how it is done. Not an easy one i know but im sure some of you brainiacs out there will have a solution for me. Cheers guys

Some vacs have the attachment port already there. The cheapo ones would have to be modified. You could, maybe, turn the blower wheel 180° and get it to reverse the air flow.
Your best bet would probably be a cheap 'shop vac', which usually has a blower port already there.

How much should I charge to wash/vacuum/clean a neighbors car?

depends if you're properly washing the car with proper car wash equipment and materials (don't use dish soap and a scrubber for example), how good of a job you do, and that you don't damage the car.
Should be about $10 though. The neighbors will be willing to pay a little more then market rate as a favor and help you learn life lessons.
Same as kids operating a lemonade stand or girl scout cookies. People can get lemonade or cookies way cheaper, but still buy from kids to encourage American entrepreneurship.
By the way, you better be a child or a youth, because it is pretty lame from a social standpoint if you're charging neighbor for car washes as a full grown adult.
