It depends on what - for you - constitutes "best." LG and Samsung top loaders with no central agitator column provide the water efficiency, gentleness (get more use out of your clothing before it looks too sad to wear, so clothing doesn't need replacing as often), and capacity that equals, or nearly equals, front loading machines. They come in different sizes, so there should be one to match your needs (I choose washer capacity based on the largest comforter I need to wash; base your capacity on the biggest sort of load you need to do - like a week of jeans for a family of 6, or whatever).
If you are always doing fairly big loads, and don't have any concerns about wearing out your clothing, just about any reliable brand with a low-tech top loader - on sale - will give you great cost-per-use.
It is hard to know which NEW appliance to pick. Like shopping for vacuums. The independent repair people know which machines keep coming in for repairs over and over...and which ones people are happy with, if they also sell reconditioned appliances as well as new ones. I wish I was one of those, but maybe an expert will also answer your question.
Top loaders are the only way to go, in my opinion. Sure, you save water...except for when you have to run those extra empty loads with toxic chemicals to keep the always-encroaching mold at bay. Totally negates the supposed green benefits of using less water. Front loaders are green, but not in a good way: they grow green mold and they COST you green money for additional product to care for them and more in taxes to clean up the toxic water they helped create. Yuk. So a top-loader is more eco-friendly. Even more so if you use one of those LaundryPure machines or similar product that cleans your laundry with just water - ozonated water rich with negative ions - and leaves your laundry with that just-after-a-rainstorm freshness. You can wash everything on cold, and use no soap - unless you have something exceptionally disgusting that makes you feel better if you put soap in.
